Introduction
Emma E. Marshall joined Whiteman Osterman & Hanna LLP in April 2026 as an associate in the Environmental and Land Use and Development Practice Groups. Ms. Marshall brings experience advising clients on complex regulatory, environmental and energy matters. She has represented renewable generation and transmission developers in proceedings before the New York State Department of Public Service, including matters under Articles 10, VII and VIII, and has guided clients through the State Environmental Quality Review Act process. Her experience also includes environmental and regulatory due diligence, hazardous waste compliance and telecommunications regulatory matters.
Prior to joining the Firm, Ms. Marshall was an associate at a regional law firm where she focused on renewable energy and infrastructure development matters.
Education
Ms. Marshall earned her Juris Doctor, summa cum laude, from Albany Law School, where she served as an editor for the Albany Law Review. She received her Bachelor of Arts in Biology from Binghamton University.

Ms. Marshall is admitted to practice in New York State. Ms. Marshall serves on the board of directors and is the immediate past president of the Women’s Energy Network, Greater Albany Chapter.
